After the devastating impact of COVID-19 on the communities, the French
government launched Plans de Relance which aims to rapidly transform French
society. An important part of this program was focused on sports and promoting
physical activity among the population. After stay -in -home regime some people
could find it hard to get back to their workout habits, giving it less and less priority.
Plans Des Relance du Sport anticipated creating a better environment for doing
sport, helping local sports clubs, and promoting youth and community engagement in
the country. By focusing on affordable access, job creation within sports
organizations, and extensive infrastructure development, Plan de Relance du Sport
seeks to break down barriers to sports participation while addressing social and
economic inequalities.
Pass’Sport Campaign
Already successfully launched in 2021, Pass'Sport is coming back in 2024/2025 for
the fourth consecutive year. Through a €50 subsidy, Pass'Sport helps youth aged 6-
30, particularly those from low-income backgrounds, access a range of sports clubs
across France. Since its creation in 2021, the program has benefited 3.7 million
young people. This year’s campaign promotes easy access by distributing QR codes
that can be redeemed at over 84,000 sports venues across the country. Pass'Sport
provides critical financial assistance to encourage sports participation, especially for
those from lower-income backgrounds. With new promotional efforts involving
athletes and influencers, the program aims to inspire even more young people to

French government initiative launched in 2020 as a part of Plans des Relanceto
address youth unemployment and empower young people to find career and
educational opportunities. The program offers personalized guidance, financial aid,
and access to job offers, apprenticeships, training programs, and sports-related
roles. Recognizing that sports and physical activity play an important role in youth
development, the organization collaborates with the Agence National du Sport to
create and fund 2,500 additional positions for young people in sports associations.
These roles, primarily aimed at sports educators, encourage greater access to sports
activities across communities, clubs, and local sports federation branches. By
bridging these gaps, 1jeune1solution empowers youth to build valuable skills and
find meaningful work, while helping reduce unemployment and support a more

Agence National du Sport
The National Sports Agency (Agence Nationale du Sport or ANS) is an organization
established to promote and support sports development and excellence across
France. Created in 2019, the agency is a unique public-private partnership involving
the government, local authorities, sports federations, and the private sector. Its key
goals are to foster greater access to sports for all people, especially in underserved
communities. As for now, Agence National du Sport launched Plan 5000
equipements – Generation 2024, a nationwide project to develop 5,000 new sports
facilities between 2024 and 2026. With a budget of €300 million, this plan focuses on
expanding access to sports through three primary areas: constructing 3,000 local
sports facilities for wider community access, creating 1,500 schoolyards to promote
physical activity among students, and establishing 500 sports facilities to support

France's Plan de Relance du Sport is a great example of a proactive approach to
revitalizing community engagement, youth development, and public health through
sports. By launching multifaceted initiatives like the Pass'Sport campaign, the
1jeune1solution program, and the Plan 5000 equipements – Generation 2024, the
French government is creating accessible and inclusive pathways for physical
activity. These efforts target diverse needs within the community: from empowering
youth in sports clubs to improving job opportunities and promoting active lifestyles
through new infrastructure.
